Haryana sits between Delhi and the Chandigarh region, with a string of district towns along the main highway and many more off it. For someone starting a PCD pharma franchise or a distribution business, the state offers well-connected markets and short supply lines from the pharma companies around Panchkula.

This guide covers what is specific to starting in Haryana: who licenses you, the order in which to do things, how to pick a district, and how supply from the Panchkula region works.

Who issues the licence in Haryana

Selling medicines to chemists, clinics and hospitals requires a wholesale drug licence, and in Haryana that licence comes from the Food and Drugs Administration, Haryana (office of the State Drugs Controller). Most allopathic stock is covered by the wholesale licences in Forms 20B and 21B under the Drugs Rules, 1945. You will also need GST registration before you can trade.

Ancare’s own wholesale licences were issued by the same authority, so we know the process from the applicant’s side.

In what order to do things

  • Settle on premises first. The authority licenses an address, so the application cannot start until you know where your stock will be kept.
  • Get the space ready before applying: racks, a clean and dry room, and a refrigerator if any of your products need cold storage.
  • Line up the competent person. If your own qualifications do not meet the rules, you will need someone who does, with their certificates and consent.
  • Apply and pay the fees. The Haryana authority sets the documents, fees and process, and these can change, so confirm them before you submit.
  • After the licence: complete GST registration if it is still pending, then shortlist PCD companies and agree terms.

The application checklist in our post on documents required for a PCD pharma franchise will help you prepare.

Picking a district

Your first district should be one where you already know people: doctors you can visit, nursing homes you can approach, chemists who will take your calls. Coverage matters more than size, because prescriptions grow from repeated visits.

Ancare’s office is in Panchkula, and we have city pages for several other Haryana districts, each with the distance from our office, the product ranges and the local licensing details:

City District Approx. road distance from Panchkula
Ambala Ambala 45 km
Kurukshetra Kurukshetra 85 km
Yamunanagar Yamunanagar 95 km
Karnal Karnal 120 km

Partners in Panchkula itself can visit our office in Sector 20 to see the range.

Working along Haryana’s highway districts

Several of Haryana’s districts, including Ambala, Kurukshetra and Karnal, lie along the main highway between the Chandigarh region and Delhi. That makes it practical to cover more than one district from a single base, and it keeps transport from the Panchkula area short and predictable. Yamunanagar and the towns away from the highway need their own visit plan, but are still within a day’s reach of the Panchkula region.

Start with the district where you know the doctors and chemists best, and use the highway to add a neighbouring district once your first area is running smoothly. Keep your stock at your licensed premises: the licence covers that address, not every district you visit.

Deciding which ranges to carry

Your chemists are the best guide. Ask which products sell fastest and which doctors send them the most prescriptions. In towns where general practice dominates, the usual first ranges are antibiotics, gastro and pain management; where there are specialist hospitals, cardiac, diabetic and neuro products may sell better. Three or four ranges you can present confidently are a better start than ten you barely know.

Supply from the Panchkula region

Panchkula, Chandigarh and Mohali are home to many PCD companies, and for a Haryana partner the distance is short. Northern districts can usually receive stock quickly by road, and a partner close enough can come to the company to look at the products before ordering. Ask how each order will be dispatched and when it should arrive, since this is confirmed order by order.

Get the important terms on paper before you buy: territory, price list, payment, dispatch, and how expired or broken stock is treated. For the full sequence of starting out, see how to start a PCD pharma franchise; for budgeting, see what a PCD pharma franchise costs.

A first-quarter plan for Haryana

  • Weeks 1–4: while the licence application is in progress, meet doctors and chemists in your district, list the products they mention most, and compare a few PCD companies.
  • Weeks 5–8: with the licence issued, place a measured first order across your chosen ranges and start a weekly round of doctor and chemist visits.
  • Weeks 9–12: look at what chemists have reordered, which doctors have started writing your products, and what is still sitting on your shelf; reorder the products that move and reconsider the ones that do not.

If you are in a district close to Panchkula, such as Ambala, a visit to see the range in person makes that first order easier to plan.

Pitfalls to watch for

  • Buying stock before the licence arrives.
  • Spreading yourself across several districts before the first one is working.
  • A first order bigger than your prescribers can absorb.
  • Terms that exist only in a phone conversation.
  • Visiting doctors but forgetting the chemists who actually stock and reorder your products.
